Jacksonville man charged after jogger killed in Rocky Run Road crash

A Jacksonville man is facing multiple charges after a deadly pedestrian crash Thursday on Rocky Run Road in Onslow County, North Carolina.

Nicholas Proctor appeared in court Friday in connection with the crash.

According to the North Carolina State Highway Patrol, Proctor is accused of driving while impaired when his vehicle struck Manuel Vienes, who was jogging along Rocky Run Road.

Troopers said Vienes was struck by the side mirror of Proctor's vehicle. Proctor is also accused of leaving the scene following the crash.

State Highway Patrol troopers later located Proctor at his home several hours after the crash.

According to court documents cited by WCTI News 12, troopers reported smelling alcohol coming from Proctor. Authorities said a blood sample was taken.

Proctor faces charges of felony death by vehicle, felony hit-and-run involving serious injury or death, driving while impaired, reckless driving, and failure to maintain lane control.

He appeared in Onslow County court Friday to hear the felony charges against him.

The incident was the second fatal crash involving alleged impairment in Onslow County within a 10-day period.

A magistrate set Proctor's bond at $50,000.
